He who Pays the Piper.

The U.S. government are playing the 'softly softly' approach in Egypt. But it is the case that the U.S. are 'paying the piper' to 'play their tune. The million dollar subsidy the U.S. are paying the army, won't ensure the revolution result goes their way exactly; but every little helps, and a million dollars is a lot.
